This is when the soil is properly placed and leveled on the land. This will ensure a solid foundation. Equally important is creating a graded slope. Instead of water flowing towards the buildings, it runs away. The dirt is leveled out, ensuring the slope is not too shallow or too steep. 

Stabilizing 

During this process heavy rollers are used to compact the soil. During excavation and leveling, the soil can become less stable. Stabilizing ensures the soil eliminated of any holes or air pockets hidden below the soil.
